The MID explains how to work the app for tracking contacts Immune
The Ministry for Innovation, Technology and Digitization has published an article to explain the reasons why you chose the app to be Immune, and how they will be managed users ' data.
Last 31 March, the working group established by the MID has started to evaluate and propose technological solutions based on the analysis of the data and address the emergency health, social and economic linked to the spread of the coronavirus in Italy. The working group is composed of a contingent, multi-disciplinary 74 experts, chosen in collaboration with the Ministry of Health, the national Institute of Health and the World Health Organization.
Here is how the Ministry describes the group:
The members of the working group, divided into eight subgroups with different research fields, have been identified on the basis of proven experience in their respective disciplines, reference and participate in the activities free of charge. The task of the working group is to identify and evaluate technological solutions based on the data that could be useful to the Government and to other institutions in defining policies for the containment of infection by the coronavirus and can also be implemented in the emergency terminated.
Together with the Minister of Health, the group has identified the contact tracing as one of the technology to be developed. The tool, previously used abroad to prevent the spread of some infectious diseases, could help identify individuals who may be infected before they emerge symptoms and, if conducted quickly enough, it may prevent the subsequent transmission of the virus by secondary cases. You may also offer a solution to the post-emergency phase.
The technology for the tracking of contacts could be used in ways that are compatible with the need to respect fundamental rights and freedoms of citizens enshrined in the Constitution.
More recently, Apple and Google have announced a joint initiative that involves the use of a system of contact tracing decentralized and integrated into their platforms in line with many of the principles of european projects.
On April 15, 2020, in addition, the european Commission has published the guidelines for the implementation of applications aimed at the tracking of cases, from Mobile applications to support contact tracing in the EU's fight against COVID-19 – Common EU Toolbox for Member States).
In addition, the march 21, 2020, the Minister of Health has announced in a videoconference a meeting with technicians of the Ministry, representatives of the Institute of Health and the World Health Organisation, the Minister for Technological Innovation and Digitization, and technical and experts of the Department of the Presidency of the Council for digital transformation, the purpose of which was to define the essential features of a course of action for the introduction of a digital system of contact tracing to be submitted after the due subsequent steps of assessment on the part of the institutions.
Between 24 and 26 March we held the fast call for contribution, with the objective of identifying the best digital solutions available on the application of telemedicine and home care patients as well as technologies and strategies based on new technologies for monitoring “active” the risk of contagion.
The proposed technological solutions are found to be 319 for the monitoring and 504 for telemedicine. They were submitted to evaluation of the “working Group data-driven to the emergency Covid-19” constituted by decree of the Minister for Technological Innovation and the Digitization and format by experts divided into eight subgroups by reason of the object of the work.
The sub-groups on “Technologies for the government of emergency” (required to identify possible solutions offered by digital technologies to manage the emergency and to contain the contagion) and “legal aspects of the management of data related to the emergency” (in charge of assessing the regulatory constraints for the use and sharing of personal information in the technological solutions of the containment) have provided in-depth analysis and have informed the first results of their work, the Authority Guarantor for the protection of personal data, the Authority Guarantor of competition and of the market and the Authority for guarantees in communications.
The working group concluded by indicating, among all the solutions examined, the most valid and appropriate to be tested in order to possibly be adopted in the present emergency.
The subgroup “legal aspects of the management of data related to the emergency,” highlighted the following:
Technological solutions examined are more in line with the legal framework, in general, work as follows: the signal Bluetooth LE (Low Energy) of the users who have chosen to install a specific application that is registered from the similar apps, which will “come in contact”; when the user is diagnosed as infected by the Covid-19 the device transmits data to the server of the public entity that manages the system [some of the solutions evaluated provide for such transfer on a systematic basis and is not conditioned], that will then inform the other users – who have also voluntarily installed the same app – to be at risk of infection because they come into contact with a person found to be infected.
The essential assumptions of the evaluations and considerations summarized in this document are:
the system of contact tracing must therefore be designed taking into account the evolution of the systems of contact tracing in international and, in particular, the evolution of the model announced by Apple and Google.
The source code of the system of contact tracing will be released with Open Source license, MPL 2.0, and then as free and open source software.
Immune will be based on the installation voluntary on the part of users, and its operation will cease as soon as it will end the emergency phase, with the deletion of all the data generated during its operation. In addition, the application does not retain the information related to the geolocation of the users, but will record only the contacts pseudonimizzati proximity detected by the bluetooth low energy technology.
Decisive for the choice of the app has been the extraordinary Commissioner of the Government for the implementation and the ordering of the measures for the containment and the contrast of the emergency epidemiological Covid-19, that he got in contact with the company's Bending Spoons.
l April 16, 2020, subject to the adoption of ordinance no. 10/2020, the Commissioner has concluded the contract with the same company, in a spirit of solidarity and, therefore, the sole and exclusive purpose of providing a voluntary contribution that is useful for coping with emergency situations from the coronavirus in the act, and to contribute to the containment measures that the Government intends to put in place, has granted the license to use open, royalty-free, perpetual and irrevocable source code and all components of the application. The company is then engaged, always free of charge, pro bono, to complete the software developments necessary for the implementation of the national system of contact tracing digital.
This is the path taken so far, in anticipation of further steps in the path to institutional need. Now, we know how will be managed the data from the app and that the app will be available from the community of developers thanks to its open source code.
