This year, Apple wanted to make things a little more difficult, allowing the installation of iOS 13 beta 1 only through the full download of the firmware, and then installing via iTunes. In previous years, however, we used to download a configuration profile of a few kb and then proceed with an update Over-The-Air. Such a profile could be easily shared between people, allowing anyone to be updated in advance.
Initially it could seem a mistake but instead the choice was weighted, as explained by Craig Federighi in an email response to our user Domenico Panacea.
The configuration profile for the OTA update will be available as soon as will be released the first public beta, currently scheduled for the end of the month. For the moment, the first Beta dedicated developers it was meant to be reserved for a public much more restricted.
iOS 13 beta 1 is not bug-free and bring too many people to try it, despite not being developers, but only moved by the desire of novelty may lead to the occurrence of too many problems, then the Apple should be concerned.
