This was confirmed by Ken Sugimori, head of Game Freak, and Atsuko Nishida, the illustrator who has contributed to the creation of the monsters in the pocket of the first generation.
In Nishida was given the task to create a character capable of using moves of type electro, evolve two times and that was very sweet.
